DRMS 2.0DRMS 2.0Inclusive disaster resilience
DRMS 2.0 · From an award-winning idea to a larger mission
Inclusive · People-centred · Technology-enabled

No one left behind in a disaster.

DRMS 2.0 connects the person, their current location, verified risk, support circle and response ecosystem so that the right help can reach the right person in time.

Pilot stage · Mobile-friendly · Designed in Navi Mumbai, India · Open to global collaboration

Core principle: Risk follows the person — not their registered address.
What is DRMS 2.0?

A simple protection and coordination layer for disasters.

Most warning systems tell people that danger exists. DRMS asks the next questions: Who may need additional support? Where are they now? What does the warning mean for them? Who can reach them? What should happen next?

1

Know the person

Understand the support a person may need because of disability, age, injury, pregnancy, medical dependency, being alone, language or other circumstances.

2

Know the location

Use current or live location because exposure changes as the person moves. Location is a core DRMS protection capability.

3

Connect help

Bring family, neighbours, volunteers, NGOs, institutions and responders into one clear support and escalation pathway.

How it works

Four states. One clear journey.

The interface changes with the situation so people see what matters at that moment.

READYPrepared, connected and location-enabled.
WATCHA verified risk may affect the person.
ACTHelp is needed. Location and coordination intensify.
RESOLVEDThe immediate case is safely closed and learning continues.
Why location matters
“Risk follows the person — not their registered address.”

DRMS uses location to connect the person with the risk around them and the support closest to them. In READY it maintains awareness; in WATCH and ACT the need for timely, accurate location becomes increasingly important.

GIS & location intelligence
For situational awareness and proximity.
Accessible communication
Multi-channel, multi-language and multi-format by design.
AI-enabled decision support
To interpret verified information and support better decisions.
Preparedness to recovery
Designed as an end-to-end resilience system.
The story

An award-winning idea. A larger mission ahead.

The original Disability Rescue Management System was conceived as an ICT-based solution to help identify, locate and support persons with disabilities during disasters. DRMS 2.0 takes that foundation further — toward a broader, people-centred and inclusive disaster resilience platform for everyone.

Second Prize · ICT 4 Inclusion Challenge

India Edition 2022. The recognition acknowledged the innovative use of technology for more inclusive, human-centred disaster response.

Zero Project recognition

The original DRMS was also recognised by the Zero Project, Austria, helping strengthen the ambition to take the idea from local innovation toward broader impact.

Why it matters

Disasters do not affect everyone in the same way.

Older people, children, persons with disabilities and people with different or temporary support needs may face barriers in receiving warnings, understanding information, evacuating safely and accessing assistance. DRMS is built around one principle: everyone should be reachable, understood and supported.

Receiving warnings

Information must reach people through channels and formats they can actually access.

Understanding information

Alerts should be understandable, actionable and relevant to the individual situation.

Evacuating & accessing support

Knowing who needs what type of assistance allows communities and responders to act earlier and more safely.

A few important questions
Is DRMS only for persons with disabilities?

No. DRMS grew from disability-inclusive disaster response, but DRMS 2.0 is designed for everyone, with additional intelligence where individual circumstances affect emergency needs.

Does AI declare an emergency or disaster?

No. DRMS is designed to work with verified official warning information. AI may help interpret, personalise and support decisions; it should not independently declare a disaster.

Is the current pilot a real emergency service?

No. The present version is a controlled proof of concept and should not replace official emergency numbers or authorised response systems.

Can organisations collaborate internationally?

Yes. DRMS 2.0 is inviting governments, cities, CSR programmes, foundations, donors, NGOs, DPOs, researchers, technologists, humanitarian actors, implementers, consultants, trainers and well-wishers globally.
